The Small Council of Neverwinter
The Small Council of Neverwinter (also known as the Neverwinter Council) is the primary governing, military, and advisory body assisting Lord Nasher Alagondar (alternatively spelled Nashar) in the administration, defense, and leadership of the Jewel of the North. Ruling from Castle Never in the Castle District, the council steers the city of Neverwinter—renowned for its geothermal springs that feed the nearby river—through times of regional warfare, magical plague, and severe resource shortages.
Access to the Small Council is highly restricted. However, a sealed letter of recommendation bearing Sildar Hallwinter’s Griffin Knight crest can secure an audience or other political favors from the council’s loyalists.
Governance and Key Figures
At the apex of the council is Lord Nasher Alagondar, the ruler of Neverwinter, who has been busy marshaling military forces to the north. His council is closely aligned with the Lord’s Alliance and relies on elite military factions like the Griffin Knights (or Griffon Knights)—a legendary order of riders that formerly included Sildar Hallwinter—to enforce its mandates and secure the wild frontiers surrounding the city.
According to official records, the Small Council is composed of the following key figures:
- Lady Aribeth de Tylmarande: Lord Nasher’s Chief of Staff, Captain of the Guard, and recognized “Right Hand.” An Elven paladin originally from Thundertree, she was the sole survivor of an orc raid in her youth, later finding her calling in a monastery of Erathis after being rescued from a blizzard by a one-armed avatar of the deity. She is the first woman and first non-human to receive the honor of serving in Lord Nasher’s elite bodyguard. In battle and court, her silver armor gleams, and her sword bears the eye and scales of justice (associated with Erathis and Tyr). She has been instrumental in keeping the city running competently amidst compounding crises, and recently confirmed to adventurers that the legendary wizard Elminster Aumar has not been seen near Neverwinter for over a decade.
- Lucien Nightshade: The city’s Spymaster. Now in his fifties, salt-and-pepper, and looking increasingly drawn, Lucien is an unofficial member of the council. Unknown to the general public, he is the local chapter leader of the Zhentarim, residing in the luxurious Nightshade Manor within the Blacklake District. In his manor, he mentors eyes and ears for the Black Network under the philosophy that “knowledge is power,” having personally trained the half-elf rogue Er’evyn Sehahine (Erevan) in the art of secrets. Lucien strongly suspects sabotage within the city’s intelligence network due to too many security failures stacking up, including the Phandalin situation, the plague a year ago, the Dragon Cult emerging undetected, and Luskan landing forces behind Neverwinter’s lines. He notes that local Zhentarim operatives have reported unusual silences from other cells, and communication with Waterdeep has been silent for months.
- Archmage Vael Tarmyth: The city’s high-level magic advisor. Records indicate he rarely attends council meetings in person, leaving magical concerns largely unrepresented or handled by a proxy.
- Count Gelden Allfield: The city’s Treasurer (or “bean counter”). He is notorious for constantly complaining about the lack of available funds within Neverwinter, though there is no missing money on the books.
- Aldis Trueshot (Aldus): Captain of the Armies and Master at Arms for Neverwinter.
- Finster Lionheart: Admiral and Shipmaster of Neverwinter. He is highly regarded among the working folk because some of the only ships currently getting through to the harbor are due to his direct efforts and supervision.
Wartime Footing and Sewer Infiltration
The council operates under severe administrative strain. Neverwinter is still actively recovering from the devastation of the Wailing Death, a magical plague that decimated the population roughly a year prior, which the council officially blames on Luskan based on held “evidence.” Rebuilding efforts are constantly challenged by surrounding wild frontiers, severe food shortages, and skyrocketed prices for lumber and essential supplies. The food crisis is so dire that the Emerald Grove in the Temple District, led by the Emerald Enclave ranger Nimiriel Nightbreeze, has been overwhelmed trying to feed and shelter starving children, including refugee younglings of the destroyed Silverwood.
Compounding these struggles, a full-scale military war with Luskan, the “City of Sails,” has been formally declared. Luskan recently captured Port Damali and has begun landing forces behind Neverwinter’s lines. As a result, conscription is in full swing at the southern gates, the streets are unusually quiet, and Sildar Hallwinter has been recalled to active duty with the Griffin Knights.
Adding to the chaos, the city’s sewer and waterway system is in crisis. Patricius, the city’s Head of Sewers and Waterways, had a gambling problem and used a wizard’s ring—the Ring of Control Water Elementals—to power the city’s waterways for free instead of paying laborers. Patricius recently vanished with the ring after being captured by Luskan pirates in the sewers. He was eventually found dead by adventurers, who also uncovered a Luskan signaling lantern used to communicate with ships, confirming Luskan infiltration within the waterways. These adventurers kept the ring for themselves and successfully deceived the tall half-orc underworld figure Anthony “the Gentleman” Calloway (owner of “The Cha-Ching” casino in Beggar’s Nest), claiming Luskanites had killed Patricius and stolen the magical item.
The Summons and Pending Audience
Following the chaotic events at Dragon Barrow—where the ancient green dragon Villathas (the Jade Queen) was partially resurrected, fused with the soul of Elira Stork and the power of the Green Dragon Mask—the adventuring party known as the Magnificent Five crossed paths with Lady Aribeth de Tylmarande, who arrived accompanied by two paladins. Aribeth was highly skeptical of a sprawling dragon cult but was stunned to recognize the Firbolg Hrothgar Hillsfar (Farwald), whom she knew from historical chronicles written three centuries prior.
With war formally declared, Lady Aribeth has summoned the party to appear before the Neverwinter Council in three days’ time to account for themselves and provide tangible proof of the cult’s role in recent events. The party faces a highly skeptical administrative body preparing for a naval war with Luskan and highly reluctant to acknowledge the rise of another global draconic threat.
