Luskan

Overview

Luskan, widely known as the City of Sails, is a prominent and treacherous port city situated on the rugged and storm-swept Sword Coast. It stands as a dark contrast to the self-proclaimed civilized hubs of the North, acting as a haven for pirates, smugglers, and those who operate in the shadows of the law.

History and the Dragon Tribute

Approximately 300 years ago, as the foundational settlements of the Sword Coast—including Luskan, Neverwinter, Waterdeep, and Baldur’s Gate—were first beginning to emerge, a devastating alliance of Chromatic Dragons swept across the North, laying waste to much of the region.

In response to this catastrophic threat, the cities of Silverymoon, Waterdeep, Neverwinter, and Baldur’s Gate, along with other smaller settlements, united to form the Lord’s Alliance to drive the beasts back. The alliance succeeded in large part due to a legendary band of heroes (including Elminster Aumar, Lady Tanager Alagondar, Hrothgar Hillsfar, Esfaloth Nightbreeze, Gorion of Candlekeep, Kiara Shadowbreaker, and Uther Vendrock).

Luskan chose a different path of survival. Rather than fighting alongside the Lord’s Alliance, Luskan capitulated to the draconic invaders, providing them with rich tribute to spare their city from destruction. This historical act of survival-at-all-costs cemented Luskan’s reputation as a self-serving rogue state.

In the modern era, the Cult of the Dragon seeks to locate the remaining dragons and raise the green dragon Virethas as a Dracolich, making Luskan’s historical capitulation and its ties to the “scaled ones” increasingly relevant.

Zhentarim Operations

Behind the public facade of trade and piracy, Luskan functions as a key northern nexus for the Zhentarim (the “Zhent”), an ancient and far-reaching guild of smugglers, spies, and thieves. The local Luskan operations are commanded by Alistair and Catherine Blackwell. Spymaster Lucian Nightshade of Neverwinter recently confirmed that the Blackwells have gone quiet. This faction of the Black Network stands in opposition to moderate regional Zhentarim leaders such as Lucian Nightshade of Neverwinter, Jamra Gleamsilver of Waterdeep, and the late Halia Thorton of Phandalin.

Imprisonment of Talis

Talis is currently held in the high-security cells of Prisoners’ Isle in the Peninsula district of Neverwinter.

Strategic Significance and Infiltration of Neverwinter

Luskan’s aggressive posturing has officially culminated in an open declaration of war between Neverwinter and Luskan. Pirate captains operating under direct orders from Luskan have actively raided strategic northern shipping and trade routes, including an assault on a ruined lighthouse along the High Road. Recently, Luskan forces pushed further, successfully capturing Port Damali.

Compounding the hostility are heavy rumors officially blaming Luskan as the architect behind the Wailing Death plague, with the Neverwinter council holding unspecified “evidence.”

Luskan’s underground network was further exposed when a band of Luskan pirates captured Neverwinter’s Head of Sewers and Waterways, Patricius. The pirates used a stolen Ring of Control Water Elementals to enslave a water elemental, throwing the city’s sewer levels into chaos before they were ultimately intercepted by adventurers. Though Patricius died in the struggle, the presence of the pirates confirmed the terrifying extent of Luskan’s presence in the city.
