The Blacklake District is an affluent, highly exclusive, and gated enclave of noble estates situated within the city of Neverwinter, also widely recognized as the Jewel of the North. Standing in stark, gleaming contrast to the squalor of the southern slums of Beggar’s Nest and the chaotic bustle of the Docks, this district represents the upper echelon of Neverwinter’s society. Centered around the serene, glassy, and tranquil waters of the eponymous Blacklake, it is a place of manicured estates, high-walled manors, and exclusive establishments catering to the wealthiest merchants, visitors, and aristocrats of the realm.

The Wailing Death and the Quarantine

During the devastating outbreak of the plague known as the Wailing Death—which severely afflicted Neverwinter approximately one year ago—the city was placed under a strict quarantine. While the working-class families in the docks and the southern slums of Beggar’s Nest faced extreme poverty, starvation, and rampant disease, the affluent nobility of the Blacklake District quarantined themselves behind their high walls. This isolation remained a repository of wealth, provisions, and security, breeding deep, simmering resentment among the starving, plague-ridden citizens outside.

To survive, daring thieves and desperate citizens breached the district’s secure borders. Most notably, a young half-elf named Erëvan (Erëvyn) Sehahine began sneaking into the noble estates of the Blacklake District under the cover of night. Having grown up in the docks, Erëvan utilized his stealth to carefully pilfer foods and basic necessities from their cellars, ensuring he took only small amounts so as not to alert the wealthy homeowners. Erëvan distributed these stolen humanitarian provisions to his family, neighbors, and others who were particularly hard-hit by the plague.

The Nightshade Estate and the Zhentarim Connection

The Blacklake District served as the unexpected crucible for Erëvan’s entry into the world of espionage. One evening, while performing one of his humanitarian burglaries in the cellar of Nightshade Manor, Erëvan discovered a highly sensitive letter dispatched from Waterdeep. The document outlined a cure for the Wailing Death that utilized four magical creatures and was signed with the initials “J. G.” alongside the distinctive mark of a dragon swallowing a moon.

Before he could escape, Erëvan was discovered perched in the rafters by the homeowner, Lucian Nightshade. Nightshade, far from a typical noble, was secretly the local leader of the Zhentarim. Within his Blacklake manor, Lucian took the young half-elf under his wing. Over the course of a year, he trained him in the art of gathering secrets, reading ledgers, re-sealing letters, and manipulation, teaching him that knowledge is the true power in the realm. This training eventually led to Erëvan’s first official undercover mission in Phandalin after he overheard a conversation in the city between Gundren Rockseeker and Sildar Hallwinter.

Political Prominence and the Small Council

Beyond his clandestine operations as the local Zhentarim chapter leader, Lucian Nightshade maintains an influential role in the government of Neverwinter. Residing in his prominent Blacklake District estate, he serves as the Spymaster on the Small Council of Lord Nasher Alagondar at Castle Never. Within this governing body, Nightshade operates alongside other key figures of the realm. Because the Blacklake District houses the city’s most powerful political players, the whispers and secrets flowing through its parlor rooms directly shape the military, economic, and defensive policies of the entire Sword Coast, especially during times of impending conflict with rival powers like Luskan.

The council itself, however, is rife with hidden agendas and political tension:

Wartime Lockdown and Sewer Infiltration

When Neverwinter began preparing for war with Luskan, the Blacklake District was placed under strict lockdown, blocking typical daylight entry routes. During an urgent mission to consult Lucian, Erëvyn and the fairy Nalini were forced to infiltrate the district through the city’s sewers. Due to the disappearance of Patricius, the Head of Sewers and Waterways, the water levels were highly unstable and rose to knee-deep levels. The two had to push upstream against a powerful current, with Nalini clinging to Erëvyn’s back, to reach the grate that empties directly into the Blacklake.

They emerged soaking wet at midday near Nightshade Manor, where a weary, salt-and-pepper Lucian (now in his fifties) received them over blueberry muffins and banana cake. During this meeting, Lucian shared his growing anxiety regarding the council’s security, noting that too many intelligence failures—including the Phandalin crisis, the plague, the rise of the Dragon Cult, and Luskan landing forces behind Neverwinter lines—pointed to internal leaks.

Before sending them on, Lucian revealed a hidden cache inside Nightshade Manor. By turning a small statue on a side table, a bookshelf swung open to expose the compartment. From this cache, Nalini was gifted the Bracers of Barkskin (wooden bracers that raise her armor class to 16), while Erëvyn subtly pocketed a Zhentarim smoke bomb.
