The Admiralty and Shipyards of Neverwinter represent the administrative authority and physical infrastructure of the city’s naval defense and maritime trade. Situated across the Docks and Castle Districts, these institutions serve as vital hubs for the city’s governance, commerce, and military preparation. Historically known as a proud maritime power, the modern institution struggles to balance its recovery from the Wailing Death plague with the sudden, looming threat of war with Luskan.
Geography and Structure
The maritime power of Neverwinter is divided between two primary locations:
- The Admiralty: Located within the secure Castle District, standing near Castle Never where Lord Nasher Alagondar rules. These administrative buildings stand as prominent symbols of the city’s recovering governance.
- The Shipyards: Situated outside the city walls in The Docks district. As the lifeblood of trade and shipbuilding, this bustling waterfront is populated by all manner of seafaring folk, including working-class residents such as Ophelia (sister of Er’‘’'evyn Sehahine) and her roommate Yeva. During periods of heightened tension and impending war with Luskan, the shipyards experience heavy wartime preparations, with vessels unloading massive amounts of lumber and supplies to bolster defensive capabilities, driving lumber and food prices skyward. Key vessels of note dock here, including The Providence Queen, a ship captained by Captain Eriac and First Mate Nika that can be chartered for voyages into northern waters.
Leadership and Governance
The governing authority over the fleet and naval operations is officially held by the Admiral and Shipmaster of Neverwinter, a highly influential seat on Lord Nasher Alagondar’s small council.
The Small Council of Neverwinter
The council meets in a secure chamber within Castle Never. For security, a powerful anti-magic field is maintained directly around the council table, rendering all magical items and spells inert until individuals step away from the table. The council consists of:
- Lady Aribeth De Tylmarande: Chief of Staff, Captain of the Guard, and Right Hand to Lord Nasher. A champion of Tyr (and formerly Erathis), she is highly intelligent, demanding, and strictly adheres to due process and hard evidence. She is deeply skeptical of unsanctioned investigations, requiring solid proof before acting on claims of internal conspiracy.
- Lucien Nightshade: Spymaster of Neverwinter and local chapter leader of the Zhentarim. He is a salt-and-pepper haired spymaster who operates from Nightshade Manor in the Blacklake District.
- Archmage Vael Tarmyth: High-level magical advisor from the Cloaktower. He rarely attends meetings in person, usually sending a bluish holographic projection that cheerfully describes itself as “a large language hologram” to field questions and negotiate on behalf of his master.
- Count Gelden Allfield: The city Treasurer, a tiny gnome perched on cushions with a ledger, known for constantly complaining about the lack of available funds.
- Aldis Trueshot: A clipped military man who serves as Captain of the Armies and Master at Arms.
- Finster Lionheart: The serving Admiral and Shipmaster of Neverwinter. He is highly regarded among the working-class dockworkers for keeping trade vessels moving. However he is a spy.
