Harbin Wester

Harbin Wester is the Townmaster of Phandalin, a small frontier town situated along the Sword Coast.

Overview

Tasked with overseeing the local administration of Phandalin, Harbin appears to be a leader heavily burdened by his office. The town’s proximity to untamed wilds, combined with pressing local threats—such as the harassing bandit group known as the Redbrands and the terrifying return of the white dragon Cryovain—has left him visibly overwhelmed by the responsibilities of his role.

Security and Operations

Despite the growing unrest in the region, Harbin’s administrative authority is backed by an exceptionally minimal defense force. He relies on only a single town guard, a man named Reckon, to maintain order within the settlement.

Leadership During Crisis

Following the return of the white dragon Cryovain, Townmaster Harbin met with the blind cleric Deacon in the town square to receive returning adventurers. He subsequently convened a makeshift council in his office, which included Sildar Hallwinter and the town’s midwife and miller, Aadbra Gwynn, to debate how Phandalin might protect itself. Recognizing the limits of local power and the sheer exhaustion of the town’s defenders, Harbin advocated for pausing the debate so the party could rest.

Before the council dispersed, Harbin facilitated the transfer of ownership of Tristan Manor. Acting on the wishes of Myrna Tristan and Deacon, he presented the magical deed of ownership to the party. To formalize the magical contract, Harbin requested that the group select an official name for their adventuring party, which led to them adopting the title “The Magnificent Five.”
